Peter Emerzian was the Deputy Inspector General for Investigations, Federal Housing Finance Agency, Office of Inspector General (FHFA-OIG) until he retired in September 2014. He supervised Special Agents throughout the country that were responsible for conducting investigations involving Fannie Mae, Freddie Mac, and the Federal Home Loan Banks. During his tenure, he oversaw investigations of various banks that had originated fraudulent mortgage backed securities. As result of these investigations, the U.S. Department of Justice obtained over $23 billion in settlements and fines.
Prior to working for the Federal Housing Finance Agency/OIG, Peter was the Assistant Special Agent in Charge (ASAC) for the Special Inspector General for the Troubled Asset Relief Program (SIGTARP). At SIGTARP, Peter supervised Special Agents who were responsible for investigating banks and other entities that had received the $700 billion in TARP funds. While at SIGTARP, Peter conducted an investigation involving Taylor, Bean & Whitaker Mortgage Company (TBW) and Colonial Bank encompassing a $3.5 billion fraud. The investigation resulted in the conviction of 8 high level officials at Colonial Bank and TBW, including a 30-year sentence for the owner of TBW.
Scott Turner is a Certified Public Accountant (NJ) and former Special Agent with the Federal Bureau of Investigation from September 2002 until May 2011. After graduating from Lehigh University, Scott began his career with KPMG’s Forensic and Litigation group in Philadelphia, Pennsylvania.
During his FBI career, Scott was stationed at the FBI’s Washington Field Office, where he investigated securities fraud, violent crime, and public corruption. During the financial bailout crisis, Scott was detailed to the Special Inspector General for the Troubled Asset Relief Program to assist in their investigations of bailout-related crimes. Scott has testified in multiple trials including the trial of Lee Farkas, President, Taylor, Bean, and Whitaker Mortgage Company; the investigation he and Peter will be discussing today.
